HACC Decided

HACC Decided is the only comprehensive resource covering high-profile corruption cases of the HACC, containing all court decisions, details, infographics with the course of key events in cases, and analytics by experts. The platform was developed by Transparency International Ukraine, an anti-corruption CSO.

n the five years of its operation, the High Anti-Corruption Court has dispelled the stereotype that there is no justice for corruption in Ukraine. More than 200 verdicts have already been delivered, and a number of cases are at various stages of trial. In order for citizens interested in the activities of the HACC to understand such an array of anti-corruption cases and easily find the necessary information about various proceedings, TI Ukraine has developed a special platform HACC Decided.

This resource stores everything you need: texts of court decisions, infographics with key events, case descriptions, and other related materials. The site presents detailed analytics regarding the most high-profile cases: the progress of the case, an explanation of the court's decision, and what to expect next.

Information about the cases of the High Anti-Corruption Court is constantly updated on the website, so it is always relevant. The platform has an advanced case search, a section with the most high-profile cases of the HACC, analytics by TI Ukraine experts, and the main news about the HACC decisions. The required section can be selected both in the drop-down menu on the left and in the top panel of the site.

How does the search function?

Advanced search on the website allows finding cases under any information available to the user. You can enter the case number or keywords (the first and last name of the person involved, the name of the company, organization, etc.), or get a sample of all HACC cases in which the court made a decision. 

For more advanced users, the search by articles of the Criminal Code of Ukraine, date of adoption or publication of the court decision, the full name of the judge/prosecutor/lawyer will come in handy.

A search throughout the whole site functions on the platform. By clicking on the magnifying glass icon on the top panel, the user can find all the information on the website: case descriptions, analytical materials, guides, and news posted on the platform.

After obtaining the search results, you can click on the case and go to the page with its detailed description. The page is roughly divided into three parts: a description, infographics, and decisions from the Unified Register. The case, if available, also displays news, analytical articles, and other related cases of the High Anti-Corruption Court.

The description contains all the available information about the case: who are the main defendants, which events are being investigated by the anti-corruption bodies, details of how they happened, what positions the defense and the prosecution have. Finally, the description indicates at what stage the case is now: a suspicion, an interim measure, or a court verdict.

It also contains articles from the Criminal Code of Ukraine, which the defendants are charged with. When pointing to the article number, the user can see its content.

The description also indicates information about other open cases against the defendants or connections with other HACC cases, if any. The text of the description is additionally illustrated with images of the defendants or objects involved in the case.

The infographic outlines the key events in the case in chronological order: commission of a crime, suspicion notice, selection of an interim measure, putting a defendant on the wanted list, changes in court instances, verdict of the court, opening of appeal proceedings, and other events. The header indicates the stage the case is at (for example, the enforcement of the sentence). You can save the infographic to your device as an image.

Our experts additionally analyze high-profile cases, and the Register's website regularly publishes relevant news about the operation of the High Anti-Corruption Court. So, if there are other materials on the website that relate to a particular case, you can go directly to them from the case page and find out more.

At the end of the page, there is a separate block with documents on the case, which are automatically uploaded by the number of proceedings from the Unified Register of Court Decisions. You can go to each of the documents to read the original rulings in detail.

Analytics

Sometimes court decisions or certain events in cases leave behind a number of questions — why it happened, what will happen next, whether the defendants will avoid punishment, etc. TI Ukraine experts regularly monitor the progress of HACC cases and explain them in analytical materials. So, the analytics section provides a detailed analysis of the HACC decisions with explanations.

News

This section promptly publishes the latest news from the court hearings of the High Anti-Corruption Court, for example, if the court changed the interim measure or pronounced a long-awaited verdict.

Any new developments will be displayed in the description of the corresponding case and infographics.

To receive case-specific updates, you can subscribe to email newsletters. Letters will be sent following developments in the monitored cases of the High Anti-Corruption Court.

We analyze the institutional and operational aspects of the HACC's activities, study its court decisions, and work on analytics and research.
