The HACC closed the criminal proceedings against former Odesa mayor Hennadii Trukhanov, who was charged with false declaration in his 2017 asset declaration.

According to the prosecution, Trukhanov systematically submitted declarations containing knowingly false information. Similar violations were charged against him in his declarations for 2015 and 2016.

Specifically, in his 2017 declaration, Trukhanov gave false information about the composition of his family. He listed his mother and daughter but did not declare his ex-wife, with whom he continued to live as a family even after their divorce. Under the requirements of the law, Trukhanov, as the declarant, was obliged to reflect her as a family member and to list her property and income.

Accordingly, the prosecution holds that Trukhanov deliberately failed to include this information in the declaration. In the real-estate section, he listed only property belonging to himself and his mother, while omitting a large apartment, parking spaces, a boathouse, and a share in non-residential premises that belonged to his common-law wife.

The declaration also lacks any information about her vehicles, in particular Toyota and Mercedes-Benz cars, which were likewise subject to declaration regardless of their value. Similarly, neither her corporate rights in a number of enterprises nor the income she received — in particular from business activity and bank interest — were reflected.

Separately, the investigation points out that Trukhanov also gave false information about his place of residence. He did not state the actual address at which he was living together with the woman in question.

In total, according to the expert examinations, the 2017 declaration failed to reflect assets worth over UAH 16.2 million, which significantly exceeds the statutory threshold for criminal liability.

Trukhanov's actions were classified under Article 366-1(1) of the Criminal Code of Ukraine.

However, following the Constitutional Court of Ukraine's decision declaring Article 366-1 of the Criminal Code unconstitutional, the Odesa mayor's defense filed a motion to close the proceedings. The motion was based on Article 284(1) of the CPC of Ukraine — that is, on the decriminalization of the offense in question. The HACC therefore closed both sets of criminal proceedings.

In addition, Trukhanov features in the Kraian plant case concerning the misappropriation of over UAH 92 million in budget funds, and in a scheme to embezzle budget funds and land belonging to the Odesa community, together with businessman Volodymyr Halanternyk. Both cases are currently being heard by the HACC.

In 2025, Hennadii Trukhanov was stripped of his Ukrainian citizenship by a decree of the President of Ukraine. According to the SSU, he held a valid Russian foreign-travel passport, while his internal Russian passport was cancelled later. This decision became the grounds for the early termination of his powers as mayor.
