The NABU and the SAPO have charged Eduard Bagdasarian, former First Deputy Chief of Staff of the Verkhovna Rada Secretariat, with attempted misappropriation of an 8-hectare land plot in Kyiv.
According to the investigation, in early 2020 MP Dmytro Isaienko devised a plan to seize the land occupied by the state enterprise State Building Combine to build a residential complex there. To that end, he conspired with enterprise employees and with Bagdasarian, whose portfolio included oversight of State Building Combine, as Deputy Chief of Staff of the Verkhovna Rada Secretariat.
The enterprise Director Yurii Yurlov unlawfully organized an auction for the conclusion of an investment agreement for the land's development, in contravention of the law. A company controlled by Isaienko won the auction. The concluded agreement valued the land plot at UAH 300 million — though NABU and SAPO established that its actual value, together with the property on it, exceeded UAH 525 million.
The defendants planned to demolish the buildings and destroy the enterprise's assets, citing alleged obsolescence and disrepair, and to dismiss its employees. Their plans were thwarted by a court-ordered seizure of the land plot in August 2021, secured at NABU and SAPO's request.
Bagdasarian's actions were charged under Articles 15(3), 28(2), and 364(2) of the Criminal Code of Ukraine.
