The SAPO accuses the former Deputy Chief of Staff of the Verkhovna Rada Secretariat, Eduard Bagdasarian, of facilitating an attempt to seize an 8-hectare land plot in Kyiv for development.

From May 12, 2020, to September 4, 2020, Eduard Bagdasarian held the position of Deputy Chief of Staff of the Administrative Directorate of the Secretariat of the Verkhovna Rada of Ukraine for the organization of the effective use and preservation of state property of enterprises and institutions within the Administrative Directorate's remit. After that, until September 3, 2021, he was the First Deputy Chief of Staff of the Verkhovna Rada Secretariat, and until January 6, 2022, the head of the Administrative Directorate of the Secretariat of the Verkhovna Rada of Ukraine.

According to the prosecution, in June–July 2020 Eduard Bagdasarian met MP Dmytro Isaienko. Isaienko proposed that he help transfer, at an undervalued price, a land plot of more than 8 hectares — held in permanent use by the state enterprise State Building Combine — for residential development by Nika Ltd, a company controlled by Isaienko.

Bagdasarian agreed to this and, during the conversation with the MP, learned of the involvement in the scheme of the director of the SE State Building Combine, Yurii Yurlov, and his adviser on economic and production matters, Oleh Dynola. He also learned that Isaienko was a beneficial co-owner of a closed corporate investment fund and, together with other co-owners, was financing the construction of projects of companies belonging to the informal Perfect Group. Nika Ltd also belongs to this group.

Isaienko told Bagdasarian about his plan, which consisted of disguising the unlawful actions as measures to optimize the enterprise's operations and rationalize the use of its resources.

Bagdasarian allegedly lobbied for the approval and endorsement of the measures envisaged in the SE State Building Combine's strategic development plan for 2020–2025, which provided for a knowingly loss-making model of operation for the state enterprise, and later, after his promotion, approved the documents needed to carry out the criminal plan. In addition, on Isaienko's instructions, Bagdasarian provided assistance to Nika Ltd in legitimizing the results of the auction and concluding the investment agreement.

In the prosecution's view, the SE State Building Combine's performance of the terms of the agreement — in which the state enterprise's share (interest) was deliberately understated, and which was concluded as a result of the individuals' unlawful actions — would have caused the state losses of more than UAH 331 million in total.

However, the accomplices failed to complete the realization of their plan and to write off, dismantle, disassemble, and demolish the buildings, structures, and green plantings located on the land plot and to begin construction work, because during the investigation in these criminal proceedings, following the review of the prosecutor's motion, the HACC seized, among other things, the aforementioned land plot.

Eduard Bagdasarian's actions were classified under Article 15(3), Article 28(2), and Article 364(2) of the Criminal Code of Ukraine.

In February 2022, Bagdasarian crossed the state border of Ukraine at the Dzvinkove checkpoint on the border with the Republic of Hungary.

Since January 2025, the investigation of the case against him has been conducted in absentia.

Yurlov entered into a plea agreement, so he was released from serving 3 years in prison and given a one-year probationary period, a fine of UAH 8,500, and a one-year ban on managing state enterprises.

The HACC is already hearing the case against Isaienko and Dynola separately.
