The HACC found Oleh Shchyhol, a former member of the Ternopil regional council, guilty of receiving an improper advantage.
Oleh Shchyhol was a deputy of the Ternopil Regional Council of the 8th convocation, representing the Dovira party. He also served as the head of the permanent budget committee.
According to the investigation, he used his official position to extort money in exchange for helping people get a one-time financial aid payment from a regional program designed to support vulnerable populations.

The Ternopil Regional Council had approved a comprehensive regional program, called Turbota, for social support of vulnerable populations for the years 2021-2025. This program provided financial assistance to individuals living in the Ternopil region who were in difficult financial situations, including mobilized individuals and participants of the ATO/JFO. The assistance could only be provided once per year per recipient.
The aid could only be granted based on a request from a deputy, the head of the Regional State Administration, or requests submitted to the head of the council, provided that a specific list of documents was attached. The decision to grant aid was made by the head of the council or their deputy.
However, Shchyhol decided to get a bribe from a former serviceman and ATO/JFO participant in exchange for a decision to pay out the financial aid, with the condition that a portion of the funds be returned to him.
Near the railway station in Ternopil, Shchyhol met with the serviceman. He confirmed his willingness to help but stated that they would need to "split it in half," meaning 50% of the financial aid amount would be given to him.
Using his authority as a deputy, Shchyhol then sent a request to the head of the Ternopil Regional Council for a financial aid payment of UAH 30,000. After the former serviceman received the money, he gave Shchyhol UAH 15,000 as an unlawful benefit for his actions in helping to get the payment.
Oleh Shchyhol was charged under Part 1 of Article 368 of the Criminal Code of Ukraine. The HACC approved a plea bargain between the prosecutor of the SAPO and the accused. The court found him guilty and sentenced him to a fine of 68,000 UAH and a two-year ban from holding certain positions.
Shchyhol also bought and donated one SMART Board GX165-V3 interactive panel to the 4th Mechanized Battalion of the Separate Presidential Brigade and transferred 500,000 UAH to the official UNITED24 Army of Drones project account. The accused also confirmed his ability and willingness to donate another 405,000 UAH to support the Armed Forces of Ukraine, stating that this would not be an excessive burden for him.
