The HACC delivered a verdict approving the plea agreement concluded between a SAPO prosecutor and former Ministry of Defense official Oleksii Stasiuk, finding him guilty of aiding the receipt of an improper benefit on an especially large scale by an official holding a position of responsibility.
According to the case materials, between August 2024 and June 2025, the defendant acted as an intermediary in a corruption scheme organized by Vitalii Haiduk, former acting head of the Central Territorial Directorate of Capital Construction (CTDCC) of the Ministry of Defense. The scheme involved soliciting a bribe from a developer's representative in exchange for securing a tender win for the construction of a residential building for military personnel in the Sviatoshynskyi district of Kyiv. To carry out the plan while avoiding direct contact with the developer, Haiduk enlisted two accomplices — the Ministry official and an Armed Forces lieutenant colonel.

According to the investigation, Stasiuk helped the former CTDCC head establish contact with the developer, negotiated the kickback amounts, and arranged the transfer of funds. The total improper benefit demanded by the perpetrators was $1.3 million — equivalent to over UAH 54 million at the time of the offense.
The bribe was to be paid in installments: $100,000 as an initial tranche before the tender launch, $400,000 upon signing the construction contract, and the remainder after the completion of the first construction phase. Once the tender process began, the developer requested a reduction to $1 million, to which the Ministry official agreed. After the first installment was transferred through a bank safe-deposit box, the accomplices were caught red-handed.
The defendant's actions were charged under Articles 27(5) and 368(4) of the Criminal Code of Ukraine. He cooperated with the investigation, exposed the other participants in the scheme, including the organizer, and provided key testimony, which formed the basis for the plea agreement.
Both defense counsel and the defendant fully accepted the terms of the agreement. The defendant expressed genuine remorse, actively contributed to uncovering the crime, and voluntarily transferred UAH 770,000 in support of the Armed Forces of Ukraine.
The HACC judge, having reviewed the terms of the agreement, found it to be in the public interest as it furthers the exposure of high-level defense corruption. The court also took into account the defendant's positive character references and the fact that he has a dependent minor child.
On January 14, 2026, the HACC imposed the agreed sentence: one year and six months' imprisonment, a two-year ban on holding positions in state authorities, and confiscation of part of his property.
The verdict has entered into force.
