The SAPO is asking the court to declare almost UAH 5 million in assets of former Deputy Prime Minister for Restoration of Ukraine Oleksii Kuleba unjustified and to recover them for the state.

Oleksii Kuleba is a former First Deputy Head of the Kyiv City State Administration under Vitalii Klychko (2021), former head of the Kyiv RSA/RMA (2022–2023), former deputy head of the Presidential Office under Andrii Yermak (2023), and former Deputy Prime Minister for Restoration of Ukraine and Minister of Development of Communities and Territories of Ukraine (2024–2026).

A SAPO prosecutor filed a claim with the HACC to have Kuleba's assets — acquired while he held the positions of deputy head of the Kyiv City State Administration and deputy head of the Presidential Office in 2021–2023 — declared unjustified and recovered for the state.

The assets in question are:

• an apartment with an area of 109.9 sq.m, worth UAH 4.4 million;
• a parking space, worth UAH 520,000.

According to the prosecutor, while working as First Deputy Head of the KCSA in 2021, Kuleba concluded preliminary sale and purchase agreements for an apartment and a parking space in Kyiv. According to Bihus.Info, this concerns an apartment and a parking space in the Shevchenkivskyi residential complex in central Kyiv. The property was registered in the name of the minister's sister, Nadiia Andrianova.

Then, in 2023, while serving as deputy head of the Presidential Office of Ukraine, Kuleba purchased these assets, arranged for their state registration, and also concluded service contracts for the apartment and the parking space, involving his driver in the process.

In the prosecutor's opinion, even though the property is registered in the sister's name, it is Kuleba who uses it and who has a real ability to influence his sister and dispose of the apartment and the parking space, as well as to alienate them so that the assets cannot be recovered.

In addition, an analysis of official income and expenses showed that neither the minister nor his relatives had sufficient lawful income to acquire these assets. The difference between the declared income and the real value of the property amounts to UAH 5.2 million.

Last year, Kuleba told Bihus.Info journalists that Andrianova had invested in the real estate with her own funds and had transferred it to the Kuleba family supposedly because she had not been in Ukraine for some time. According to him, he and his sister have long practiced exchanging housing for convenience.

In July 2026, Kuleba lost his ministerial post after the resignation of Yuliia Svyrydenko's government.
