HACC Appeals Chamber Orders Nasirov to Pay UAH 11 Million

On May 8, 2026, the HACC Appeals Chamber partially granted an appeal by the civil claimant, Ukrgasvydobuvannya JSC, against the HACC verdict.

The panel modified the verdict in the part concerning the civil claim, ordering former SFS head Roman Nasirov to pay UAH 11.24 million in damages caused by the criminal offense. The remainder of the appeal was denied and the verdict left unchanged.

In October 2025, the first-instance HACC had found Nasirov guilty of abuse of office causing UAH 2.02 billion in losses to the state, but declined to award nearly UAH 45 million to the injured party, Ukrgasvydobuvannya JSC. The reasons for that decision are covered in a separate analysis.

The HACC Appeals Chamber heard Ukrgasvydobuvannya's appeal separately from the defense appeals filed by Nasirov's lawyers and those of co-defendant Volodymyr Novikov. On April 2, 2026, the Appeals Chamber partially granted the defense appeals, recalculating the term of imprisonment and excluding part of the testimony, while leaving the sentence itself unchanged.

Nasirov was charged with issuing an unlawful order to grant installment plans for subsoil-use rent payments and tax debts — including in the context of the Onyshchenko gas case — causing approximately UAH 2 billion in losses to the state.
