On August 7, 2025, the HACC Appeals Chamber rejected the defense's appeal to reduce the bail amount for former Deputy Prime Minister and former Minister of National Unity of Ukraine Oleksii Chernyshov. The court left the previously set bail of over UAH 120 million unchanged.
At the same time, the panel of judges also denied the prosecutor’s appeal, which sought to impose additional obligations on Chernyshov, including wearing an electronic bracelet, surrendering his international passports, and restricting his movements within Kyiv and the region.
The defense had asked the court to cancel the investigating judge’s ruling that set bail at UAH 120 million or, alternatively, to reduce it to no more than UAH 908,000. The defense argued that the suspicion was unfounded and that there was no evidence of criminal intent. They also stressed that Chernyshov had acted within the scope of his official powers and that there were no risks, as he no longer held the ministerial post.
Chernyshov maintained that he was innocent and called the criminal proceedings against him fabricated. He explained that the working group tasked with reviewing the land allocation issue had been established in accordance with the law. During his most recent business trip, he claimed he had no idea that NABU was planning to serve him with a notice of suspicion. Regarding a valuable edition of a book by Hryhorii Skovoroda, which features in the case, Chernyshov stated that it was a gift and held personal value for him.
The prosecutor, in turn, insisted that the suspicion was well-founded and that all procedural risks remained.
The NABU and the SAPO suspect a developer and senior officials of the Ministry for Development of Communities and Territories of illegally transferring land in Kyiv for development purposes.
