On July 1, 2025, the HACC Appeals Chamber upheld the interim measure on Vasyl Volodin, former State Secretary of the Ministry for Development of Communities and Territories, in the form of detention with the option of posting bail in the amount of UAH 20 million.
On the same day, the Appeals Chamber also upheld the detention of Maksym Horbatiuk, former adviser to the Minister for Development of Communities and Territories, with an alternative bail of UAH 25 million. He remains in a pre-trial detention facility. The defense requested that Horbatiuk be placed under 24-hour house arrest or that the bail amount be reduced. Meanwhile, the prosecutor argued that the UAH 25 million bail was insufficient to prevent the risk of flight.
According to investigators, Serhii Kopystyra, together with senior officials of the Ministry, implemented a scheme to illegally acquire land in Kyiv for the construction of a residential complex, which could have caused losses to the state exceeding UAH 1 billion. Another figure in this case is the current Deputy Prime Minister and, at the time of the alleged offense, Minister for Development of Communities and Territories of Ukraine, Oleksii Chernyshov, whose possible suspension from office is also under consideration today.
