On June 17, 2025, the HACC imposed a pre-trial restraint on Vasyl Volodin, former State Secretary of the Ministry for Development of Communities and Territories, in the form of detention with the option of posting bail in the amount of UAH 20 million. If released on bail, Volodin will be subject to several restrictions, including surrendering his international passport and wearing an electronic bracelet.
According to the prosecutor, Volodin is suspected of participating in a land development scheme carried out in the interest of CITYGASSERVICE LLC, a company controlled by businessman Serhii Kopystyra. Acting on behalf of the Ministry, Volodin signed a letter authorizing the state enterprise “Ukrcommunobsluhovuvannia” to enter into an agreement with CITYGASSERVICE and received an improper benefit in return—over UAH 2 million in the form of a discount on an apartment.
The prosecutor requested detention with an alternative bail of UAH 50 million, citing all five procedural risks under the Criminal Procedure Code.
The defense argued that neither the charges nor the listed risks were substantiated and claimed the bail amount was excessive and disproportionate. The defense attorneys stated there were no grounds to impose any interim measure and asked the court to reject the prosecutor’s motion.
Investigators believe that Serhii Kopystyra, together with top officials of the Ministry, implemented a scheme to illegally acquire land in Kyiv for a residential development. The land was transferred through a state-owned enterprise to a construction company, which was supposed to allocate part of the apartments to the state. The value of the land was artificially reduced nearly fivefold, which may have caused over UAH 1 billion in losses to the state.
