The NABU and SAPO) have uncovered large-scale embezzlement of public funds allocated for the procurement of medical equipment for the National Cancer Institute. Several individuals have been formally notified of suspicion in connection with the scheme.
According to journalist Oleh Novikov, the suspects include Herman Fistal, the owner of several private companies, and Andrii Shypko, a member of the Dnipropetrovsk Regional Council who served as Acting Director of the National Cancer Institute in 2021–2022. Two representatives of private companies within the group and two employees of the Institute have also been named as suspects.
Investigators allege that the suspects orchestrated a scheme that ensured affiliated companies would win tenders for supplying medical equipment to the Cancer Institute. To achieve this, the participants gained full control over the procurement process, including rejecting all competing bids.
The value of the procured equipment was significantly inflated, sometimes by as much as 50% over the original price. According to investigators, the scheme allowed its participants to misappropriate more than UAH 231 million in 2021–2022.
