The NABU-SAPO uncovered a large-scale corruption scheme in the defense sector, resulting in a loss of 246 million hryvnias for the state. The case involves abuses in the development of the DZVIN automated system for the Operational Control Center of the Armed Forces of Ukraine.
The suspects include, among others, former deputy chief of the General Staff of the Armed Forces of Ukraine, Radion Tymoshenko, and ex-head of the communications troops, Volodymyr Rapko.
According to the Bureau, in 2016, the Ministry of Defense signed a contract for the development of the system with a company lacking experience. Over four years, the cost of the work increased by UAH 300 million, with additional expenses totaling UAH 115 million. Detectives found that the system was incompatible with NATO protocols and failed to integrate with other military systems.
Despite its shortcomings, the DZVIN system was officially accepted by the Armed Forces of Ukraine at the end of 2022. By 2024, additional funding was planned for it, which, according to investigators, may suggest attempts to continue criminal activities.
