The High Anti-Corruption Court continues to determine the preventive measure for Serhii Kropyva, a Prosecutor General's Office official who appears on the NABU tapes from Carthage Operation as “the Chancellor.”

According to the SAPO prosecutor, a criminal organization operated through 2025–2026, using official powers to control call centers and provide cover for them. Those who refused to submit to the criminal group were “punished” with searches and other investigative actions.

Kropyva was also engaged in the legalization of illegally obtained income.

From 2025, investigators documented communications among Prosecutor General's Office figures — including the driver Kutsyi — that openly discussed Kropyva providing cover for call centers.

Key facts from the court hearing:

• Investigators found that Kropyva played the leading role in coordinating the searches. Danylo Slipchuk and Aidyn Khudiiev assisted him — checking addresses and helping steer searches solely toward call centers that were not “their own.”
• In the recordings, Kropyva discusses plans to bring every call-center criminal case across Ukraine under his own control through certain regulatory amendments.
• According to the published wiretap materials, Kravchenko did not obstruct Kropyva's actions, and Kropyva was likely his personal “aide.”
