The NABU and SAPO have submitted an indictment to the High Anti-Corruption Court against Serhii Bilan, former First Deputy Head of the State Fiscal Service of Ukraine, who is charged with abuse of office that allegedly caused state losses of UAH 641 million.
Bilan was deputy head of the SFS from May 2015 to December 2019. From 2015 to 2018, Nasirov served as Head of the SFS, with Bilan acting as his subordinate during that period.
According to investigators, in June 2017, Bilan failed to sign a prepared decision on a company's complaint regarding tax accruals within the legally established deadline. As a result, the complaint was automatically upheld, depriving the state budget of the opportunity to recover over UAH 641 million in taxes and penalties from the company.
Serhii Bilan is currently charged with Article 364, Part 2 of the Criminal Code of Ukraine.
However, it should be noted that, according to preliminary estimates, the statute of limitations in this case expires in 2027—ten years after the alleged offense was committed. As a result, the window for a full and effective trial is gradually closing. In our latest monitoring report, we emphasized the need to improve the statute of limitations procedure.
