On February 12, 2026, an HACC investigating judge granted a SAPO motion to change the interim measure for two figures in the case concerning the unlawful misappropriation of Kyiv land plots. Because the suspects failed to post bail (UAH 24.9 million and UAH 15 million), the judge ordered that the interim measure be changed to detention in custody. 

The individuals are likely former Deputy Head of the Kyiv City State Administration Oleksandr Spasybko and his alleged accomplice Roman Bliumin. As an alternative to detention, the court set new bail amounts of UAH 20 million for Spasybko and UAH 10 million for Bliumin.

Clean City Operation is a NABU-SAPO investigation into the activities of an alleged criminal organization linked to former Kyiv City Council member Denys Komarnytskyi. According to investigators, with assistance from city officials, the group monopolized control over local-government decision-making procedures for granting land rights. The pre-trial investigation has now been completed, and the defense is reviewing the case materials.
