SAPO Seeks to Have Deputy Prime Minister Oleksii Kuleba's Assets Declared Unjustified

A SAPO prosecutor has filed a civil forfeiture claim with the HACC over an apartment and parking space acquired by Deputy Prime Minister for Restoration of Ukraine Oleksii Kuleba through his sister. The assets total nearly UAH 5 million.

The prosecution established that in 2021, while serving as First Deputy Head of the Kyiv City State Administration, Kuleba — through his sister — entered into preliminary purchase-and-sale agreements for an apartment and a parking space in Kyiv. By 2023, while serving as Deputy Head of the Presidential Office, Kuleba carried out a series of registration actions concerning this property, involving his personal driver in the process.

An analysis found that neither Kuleba nor his family had sufficient lawful income to acquire these assets.

The prosecutor is asking the court to declare the assets unjustified and recover them from their nominal owner — Kuleba's sister.

In July 2025, Bihus.info journalists published an investigation into Oleksii Kuleba's assets, which included an apartment and parking space in the Shevchenkivskyi residential complex.
