The HACC continues setting preventive measures for those charged in Carthage Operation. The investigating judge is considering the motion on a preventive measure for Serhii Kutsyi — “Comrade.”

The SAPO prosecutor said Kutsyi is suspected of legalizing criminally obtained funds. By the evidence investigators have, Kropyva wanted to register apartments in the Carpathians to a person who is not a civil servant and whose assets are not subject to declaration. He asked his driver, Serhii Kutsyi, whether he or his family members declared income as civil servants. Learning they did not, Kropyva proposed registering the apartments in Polianytsia to Kutsyi's wife. In return, Kropyva guaranteed certain “privileges” for Kutsyi's wife and family personally — a percentage of the apartments' sale and the option of free stays there.

As for the money Kutsyi received from Kropyva — criminally obtained, the investigation says — the prosecutor noted that Kutsyi helped Kropyva convert funds into cash through unofficial currency-exchange points. The recordings capture Kutsyi carrying out Kropyva's instructions: asking where to “drop the package” (meaning cash), what amounts to “order” at the exchange point, and so on.
