“Perks” Case: SAPO Amends Charges Against MP Yurchenko

In the case against MP Oleksandr Yurchenko, who is charged with receiving an undue benefit, there have been changes. At a hearing on February 26, 2026, the prosecutor presented a revised indictment, clarifying the distribution of the bribe and changing the legal classification of the defendants’ actions.

Under the updated version of the charges, investigators specified the amounts and recipients of the undue benefit. Previously, it was alleged that Yurchenko solicited a USD 13,000 bribe solely for himself. The prosecution now alleges a different split:

  • USD 10,000 — intended for MP Yurchenko directly,
  • USD 3,000 — intended for his aide, Ivan Fishchenko.

In addition, the prosecutor changed the legal classification from “abuse of office” to “abuse of power.” These changes do not alter the core nature of the alleged conduct, but they may affect how the case proceeds and how the parties frame their arguments in court.

The prosecutor said the previous legal classification conflicted with the factual circumstances and did not properly reflect Yurchenko’s actions, because the undue benefit allegedly involved the use of public power rather than actions connected merely to an official position.

Oleksandr Yurchenko (a former member of the Servant of the People faction) is charged with receiving a bribe in exchange for introducing legislative changes in the area of municipal waste management.

According to investigators, in the summer of 2020, Yurchenko, through his aide, solicited “perks” totaling USD 13,000 from a representative of a foreign company, who turned out to be an undercover NABU detective, in exchange for registering a bill on a “green tariff” for electricity generated from waste. A USD 200,000 amount was also discussed to bribe other members of the relevant Verkhovna Rada committee.

Yurchenko remains an MP, although he was expelled from the presidential faction. If convicted, he faces 8 to 12 years’ imprisonment with confiscation of property.
