The HACC Appeals Chamber has authorized a special pre-trial investigation into Rostyslav Shurma, former deputy head of the Office of the President, his brother Oleh Shurma, and a former official of Zaporizhzhiaoblenergo PJSC. The case concerns the alleged misappropriation of funds paid under the “green tariff.”

The HACC Appeals Chamber press service announced this on August 18.

Earlier, a HACC investigating judge had denied the special investigation into the three suspects. The prosecutor appealed that decision. The Appeals Chamber granted the prosecutor's appeal, overturned the investigating judge's ruling of May 28, 2026, and authorized the special investigation.

The ruling took legal effect immediately upon its announcement and cannot be appealed in cassation.

According to investigators, Rostyslav Shurma and the two other individuals are suspected of organizing the misappropriation and laundering of funds on an especially large scale. They are also charged with acts aimed at concealing and disguising the illicit origin of those funds.
