On May 1, 2025, the NABU and SAPO submitted to court a case concerning a corruption scheme involving the sale of seized property, transferred to ARMA for management, at artificially low prices. The investigation found that the scheme resulted in losses exceeding UAH 440 million.
Eleven people have been charged in the case. Among the defendants are former ARMA head Anton Yanchuk, former director of SE “SETAM” Viktor Vyshniov, the former head of ARMA’s Central Office Asset Management Department, a specialist from the Enterprise Development Department of SE “SETAM”, two appraisers, the founder and director of a private company, and four lawyers.
The court is expected to schedule the first preparatory hearing in the near future.
According to investigators, the corruption scheme was organized by Andrii Dovbenko, who has been on the wanted list since 2023.
According to investigators, in 2019, the scheme’s participants illegally sold property managed by the Agency, referring to the bidding process as a “barbecue.” This case became one of the catalysts for changes to the procedures for selling seized assets introduced at the end of 2022.
