On October 5, 2026, the NABU and the SAPO sent to court the case of former MP Heorhii Lohvynskyi concerning Golden Mandarin's application against Ukraine to the ECHR.
Lohvynskyi is accused of organizing a scheme through which Golden Mandarin, a company he controlled, received UAH 54 million from the state budget after filing an application with the ECHR. In 2015, the ECHR ordered Ukraine to pay the then-MP's company this sum, which the company had allegedly been unable to collect for five years under a Ukrainian court ruling.
That decision against Ukraine was adopted under the friendly settlement procedure — meaning Ukraine itself admitted fault. According to the prosecution, Lohvynskyi and the other defendants deliberately misled the court. Moreover, in 2024 the ECHR declared the application of Golden Mandarin Oil LLC inadmissible because the company had abused its right of application.
Besides Lohvynskyi, the accused in the case are:
- Feliks Kozakov, director of the law firm Ankil;
- Borys Babin, former Government Commissioner for the ECHR;
- Nataliia Bernatska, former First Deputy Minister of Justice.
The defendants' actions are classified under Articles 191(5), 209(3), 358(4), 382(3), and 387(1) of the Criminal Code of Ukraine.
The first preparatory hearing in the case will be scheduled shortly.
