“Green” Electricity Tariff Scheme: NABU Serves Suspicion Notice on Rostyslav Shurma

The NABU and the SAPO uncovered a scheme to embezzle funds paid under the “green” tariff in the temporarily occupied territory of the Zaporizhzhia region. There are nine suspects in the case, including a former Deputy Head of the Office of the President, a former member of the Supervisory Board of Naftogaz, and a former member of the Donetsk Regional Council. This is likely Rostyslav Shurma. Another suspect is likely his brother, Oleh Shurma, who owns a network of companies and previously served as Commercial Director of Zaporizhzhiaoblenergo JSC.

According to investigators, in 2019–2020 the suspects took control of a number of power-generating companies and built solar power plants in Vasylivka District of Zaporizhzhia region. They then signed an agreement with the state enterprise Guaranteed Buyer for electricity supply under the “green” tariff. 

After the start of Russia’s full-scale invasion, the plants ended up under occupation and lost connection to Ukraine’s power grid; nevertheless, they continued to declare electricity generation and receive payment under the “green” tariff. The total damage is UAH 141.3 million.

Journalists at Bihus.Info published an investigation into this scheme back in August 2023. According to Ukrainska Pravda, in July 2025 NABU conducted searches at Rostyslav Shurma’s place of residence in a suburb of Munich. After that, Shurma left Germany and moved to Austria.
