A HACC judge denied the motion of MP Anna Skorokhod for temporary permission to leave Ukraine to take part in an official trip abroad.
The trip to Warsaw was scheduled for October 19–20. The city will host a seminar of the Ukraine–NATO Interparliamentary Council on Ukraine’s defense procurement in wartime. Skorokhod also planned to visit a section of the Polish–Belarusian border to see the defense infrastructure in place in case of a potential invasion threat.
In support of her motion, Skorokhod stated that she is a member of the Permanent Delegation of the Verkhovna Rada of Ukraine to the NATO Parliamentary Assembly, and that accommodation and participation costs are covered by the host. The MP stressed that she had already traveled abroad during the pretrial investigation without once breaching her obligations, and had surrendered her passport for international travel to the migration authorities on time. She added that she has a young child, property, and a job in Ukraine, so there is no risk of flight.
Skorokhod attached prior rulings of investigating judges to her motion, including the one on her trip to Vilnius, along with a copy of the invitation, the event program, confirmation of her delegation membership, and screenshots from official websites.
During the hearing, the judge raised several concerns about the evidence submitted. He noted that there was no official Ukrainian translation of the program and the invitation, that some screenshots were illegible, and that Verkhovna Rada Chairman Ruslan Stefanchuk’s final order on the trip had not yet been signed at the time of the hearing and was still awaiting approval.
The SAPO prosecutor opposed the motion. He stressed that Skorokhod is subject to bail as a preventive measure, with obligations that were last extended on September 18, 2026. The risks of absconding and pressuring witnesses remain, he said, and the prosecution would have no way of monitoring the MP’s conduct abroad. He did, however, confirm that Skorokhod had not breached her obligations during previous trips abroad.
The NABU and the SAPO accuse MP Anna Skorokhod and her aide Serhii Kapatsyn of inciting a business owner to provide a $250,000 unlawful benefit in exchange for allegedly helping secure NSDC sanctions against a competing company. In October 2026, the indictment against Skorokhod and her aide was sent to court for trial on the merits.
