On October 30, the HACC is considering the plea agreement concluded between a SAPO prosecutor and Kostiantyn Melnyk, the alleged co-organizer of a scheme to embezzle funds from Ukrzaliznytsia.
According to the investigation, between June and December 2022, Shylo, acting through officials he controlled at Ukrzaliznytsia JSC, ensured that a predetermined company was selected as the supplier of power transformers. The procurement was carried out at significantly inflated prices. The equipment was bought from an Uzbek manufacturer through a Bulgaria-registered shell company and resold to Ukrzaliznytsia via controlled intermediary companies at twice the price.
At the hearing, the prosecution outlined Melnyk’s role in the scheme. According to the investigation, he recruited participants, coordinated their actions, and negotiated procurements for Ukrzaliznytsia. This led to the misappropriation of about UAH 235 million from the state-owned company.
Melnyk also legalized more than UAH 260 million in illegally obtained assets: he arranged financial transactions through controlled companies, the purchase of grain containers for agribusiness worth over UAH 200 million, and the purchase of a luxury apartment and parking space in Barcelona for almost UAH 50 million.
The prosecutor noted that the defendant had fully admitted his guilt, given incriminating testimony against other participants in the scheme, and undertaken to testify in court in related criminal proceedings on embezzlement and money laundering.
To recap, this is the last defendant whose agreement has been approved by the HACC in the episode concerning Shylo’s “back office.” As for the other defendants:
