On April 30, 2025, the HACC found four former employees of the Lisky Transport Service Center branch of Ukrzaliznytsia PJSC guilty of embezzling over UAH 98 million from the company through fictitious fuel procurement from Skela Tertium LLC.

Among those convicted are Ruslan Husak, former head of the branch, and Oleksii Shevchenko, former chief engineer of Lisky. Both were sentenced to nine years in prison with confiscation of all property. In addition, Valerii Vovk, former First Deputy Head of the Odesa branch, and Inna Dyshliuk, former engineer, were each sentenced to eight years in prison with confiscation of all property. All four individuals were also barred from holding certain positions for a period of three years and were each fined UAH 4,250.

The court found them guilty under Article 191, Part 5, and Article 366, Part 1 of the Criminal Code of Ukraine. However, they were released from liability for official forgery due to the expiration of the statute of limitations.

Two of them — Husak and Shevchenko — were taken into custody directly in the courtroom, while the other two remain under round-the-clock house arrest.

In October 2020, the HACC reported an attempt to interfere with the judges handling the case. One of the defendants, together with his defense lawyers, allegedly attempted to unlawfully influence the panel of judges to obstruct the consideration of the criminal proceedings. Their actions were aimed at removing the panel from participation in the case.

According to the investigation, the defendants, abusing their official positions, prepared documents for the supply of fuel oil and diesel fuel, although these products were never actually delivered. In other words, the procurement transactions were fictitious and resulted in significant losses for Ukrzaliznytsia.
