On October 13, 2026, the HACC approved a plea agreement between Artem Shylo, a former senior SSU official and ex-adviser to the Office of the President, and a SAPO prosecutor. He was found guilty of criminal offenses under Articles 27(3), 191(5), and 209(3) of the Criminal Code.

Shylo was sentenced to eight years’ imprisonment with a three-year ban on holding positions involving organizational, administrative, or economic functions in military formations and law enforcement agencies. Under the approved agreement, Artem Shylo must also pay a fine of UAH 204 million. Payment of the fine has been spread over one year, in quarterly installments of UAH 51 million.

Under Article 75 of the Criminal Code, Shylo was released from serving his sentence, with a three-year probation period.

The plea agreement also subjects the following assets of Shylo’s to special confiscation:

  • an apartment of 183.5 sq m and two apartments of 102.3 sq m;
  • funds totaling UAH 325.7 million.

The HACC’s seizure of the former law enforcement officer’s property was lifted with respect to his personal Mercedes-Benz car.

Shylo also undertook to:

  • compensate UAH 60 million in damages;
  • transfer UAH 80 million to the Come Back Alive Foundation;
  • give incriminating testimony against other individuals.

This is the third plea agreement in the episode concerning the back office’s scheme to misappropriate Ukrzaliznytsia funds. Realtor Oleksandr Liskovatskyi and accomplice Oleksandr Kovaliuk, an SSU employee, struck deals with investigators earlier. The fourth defendant, co-organizer Kostiantyn Melnyk, has also expressed a wish to enter into a plea agreement. His agreement has not yet been approved.
