The HACC Approves a Plea Agreement With an Accomplice in the Ukraina Printing Combine Case

On July 14, 2026, the HACC approved a plea agreement between the SAPO prosecutor and Hryhorii Chyzhyk, an accomplice in the case involving the misappropriation of over UAH 450 million during the production of biometric documents at SE Ukraina Printing Combine.

The case also involves Maksym Stepanov, who went on to serve as Ukraine's Minister of Health after working at the Printing Combine.

Chyzhyk was found guilty under several articles covering misappropriation of property, bribery, and money laundering. He was sentenced to 8 years' imprisonment and confiscation of property, and barred from holding public office for 3 years, but was released from serving the prison term with a 3-year probation period.

Under the agreement, the convict must transfer €300,000 to support the Armed Forces of Ukraine and compensate the injured state enterprise €700,000 in damages.

As a reminder, in September 2025 French prosecutors reached a settlement with a French company implicated in the investigation as part of this case. Under that agreement, nearly €3.4 million was returned to the state budget.
