From Bail to Personal Recognizance: The HACC Changes the Preventive Measure for Pecherskyi Court Judge Tetiana Ilieva

The HACC judge today reviewed and fully granted a motion filed by the defense of Tetiana Ilieva, a judge of the Pecherskyi District Court of Kyiv, to change her preventive measure from bail to personal recognizance. The defendant was placed under two obligations:

  • to report her place of residence;
  • to appear at every court summons.

The previously paid bail of UAH 242,000 will be returned to the person who posted it — the defendant's husband. Her bail had earlier been halved in February 2025.

The defense argued that the key stages of the trial were already complete, since the court had examined all available evidence and questioned witnesses, and that the defendant had never violated her obligations. The defense also noted that the judge's family financial situation had changed significantly following the birth of a child last year, bringing additional expenses, and that the defendant would continue to fully comply with her obligations going forward.

The defendant fully supported her defense, adding that her family urgently needed funds to care for the newborn and her husband's ailing parents.

The prosecutor objected to the motion, stressing that the relevant risks remained current.

In addition to reviewing the motion to change the preventive measure, the court was also due to proceed to questioning the defendant today. However, the defense stated it was not ready and needed more time to prepare. The questioning of Ilieva was therefore rescheduled for July 30.

Tetiana Ilieva is a judge at the Pecherskyi District Court of Kyiv accused of issuing an unlawful ruling that enabled the lifting of a seizure on €110,700 and $9,300. The funds were returned not to their rightful owner, but to another individual.
