On February 24, 2026, the HACC Appeals Chamber began a repeat questioning of former State Fiscal Service head Roman Nasirov in the case concerning his involvement in Onyshchenko’s so-called “gas scheme,” in which the first-instance court found him guilty.
Nasirov once again stated that he had no connection to Oleksandr Onyshchenko and was unaware that the companies Firm Khas LLC, Nadra Heotsentr LLC, and Karpatnadrainvest LLC were controlled by Onyshchenko. He also underlined that he had not given any instructions to his subordinates regarding the deferral of tax liabilities.
During the questioning, the court repeatedly warned him not to repeat himself and asked him to explain clearly exactly how, in his view, the first-instance court had distorted his testimony. After that, the parties moved on to questioning Nasirov. The next hearing is scheduled for February 26.
The appeal proceedings are moving at an intensive pace: about 16 hearings have already been held in two months. As we reported earlier, Nasirov was sentenced to 6 years’ imprisonment in the so-called Onyshchenko gas case. He was charged with unlawfully granting deferrals of tax debt and subsoil use rent to companies linked to Onyshchenko.
