HACC Appeals Chamber Overturns HACC Verdict Against Ex-Head of Ternopil Regional Council Holovko and Closes the Case

On January 26, 2026, the HACC Appeals Chamber overturned the HACC verdict in the case concerning false asset declaration by Mykhailo Holovko, former head of the Ternopil Regional Council, and closed the proceedings against him. By this decision, the Appeals Chamber partially granted the defendant’s appeal.

On October 22, 2025, the HACC found Holovko guilty of submitting false information in his asset declaration, including failing to declare his apartment. The HACC sentenced him to a UAH 68,000 fine and banned him from holding positions in state authorities or local self-government bodies for one year.

The Appeals Chamber’s decision was based on “the established absence of the event of a criminal offense.” The detailed reasoning will become clear once the ruling is published.

The decision has already entered into legal force, but it may be challenged through cassation.

It should be added that there is another criminal case against Mykhailo Holovko—concerning the alleged extortion, together with his deputy, of a UAH 612,000 bribe from a local businessman for signing completion certificates for construction and repair works on infrastructure facilities. 

On June 18, 2025, HACC found Holovko guilty in that case and sentenced him to nine years’ imprisonment with confiscation of property. That case is currently under appellate review.
