The HACC has approved a plea agreement between SAPO and Serhii Pashynskyi, a former MP and former acting head of the Presidential Administration. He was charged with misappropriating seized oil products, causing the state over UAH 817 million in losses. Pashynskyi fully admitted his guilt under Articles 364(2) and 255(1) of the Criminal Code and agreed to give incriminating testimony to the investigation.
Under the agreement, the former MP must also:
- compensate the state for UAH 600 million in damages, paid into the State Budget of Ukraine in installments over 2.5 years;
- transfer UAH 400 million to the Come Back Alive Foundation or, at the foundation's instruction, arrange deliveries of weapons worth the same amount to military units within six months;
- transfer UAH 100 million to the Sternenko Community Foundation for weapons for the Defense Forces of Ukraine within 30 days;
- pay a UAH 850,000 fine as the principal punishment;
- pay a further UAH 17,000 fine and be barred from holding positions in state and local government bodies for one year as an additional punishment.
If Pashynskyi fails to meet the terms of the agreement, the SAPO will petition the HACC to overturn the verdict and try the case under the general procedure.
This is not the first plea agreement in the case. On September 5, 2025, the HACC approved a plea agreement with businessman Serhii Tyshchenko. He was sentenced to eight years in prison with a three-year ban on holding certain positions, without confiscation of property. Under Article 75(2) of the Criminal Code, the businessman was released from serving the principal sentence on probation, with a three-year probationary period.
