On August 21, 2026, the HACC imposed detention as a preventive measure on Valentyn Yelizarov, the de facto head of Metrobud LLC, with the alternative of posting UAH 20 million bail. Should bail be posted, he will be subject to the following obligations:

• appear before the detective, prosecutor, or court whenever summoned;
• notify the investigator, prosecutor, or court of any change of residence or workplace;
• not leave the locality where he resides;
• refrain from contact with other suspects and witnesses in the case;
• surrender his international passport;
• wear an electronic monitoring bracelet.

According to investigators, he coordinated the criminal organization's operational activities, gave instructions to individuals acting as nominal directors, and sought out people in whose names companies could be registered. He was also responsible for laundering funds in June 2026.

Yelizarov's defense noted that their client does not appear in the conversations recorded by the NABU. Counsel called this an error by the prosecution, arguing that the suspect has no connection to the criminal organization. As for the risks, the defense stated they were formal and unfounded, and therefore asked for a more lenient preventive measure.
