On May 14, 2025, law enforcement officers in Spain detained Oleh Hladkovskyi, former First Deputy Secretary of the National Security and Defense Council of Ukraine. At the time of the alleged offenses, he also headed the Interdepartmental Commission on the Defense Industry.
Hladkovskyi was declared wanted in April 2024. Currently, the issue of his extradition to Ukraine is under consideration.
Hladkovskyi’s case is being heard by the HACC and is currently at the stage of witness questioning. In March 2022, the court decided to transfer Hladkovskyi’s bail to the state budget to support the Armed Forces of Ukraine and changed the interim measure to personal recognizance. Later, he stopped appearing in court and no longer participated in hearings. In June 2024, HACC decided to conduct a special judicial proceedings.
It is worth noting that the statute of limitations in this case will expire in 2027, that is, ten years after the crime was committed, since Hladkovskyi is charged under Article 364(2) of the Criminal Code of Ukraine. However, under general rules, evasion from court proceedings suspends the statute of limitations.
According to the investigation, in 2017, Deputy Minister of Defense Ihor Pavlovskyi and former head of one of the Ministry of Defense’s departments Andrii Araptanov, in collusion with Oleh Hladkovskyi, conducted a procurement of military trucks at inflated prices, which caused over UAH 17 million in damages to the state.
