Case description
The NABU and the SAPO suspect Oleh Hladkovskyi Sr. (Svynarchuk), former NSDC First Deputy Secretary, and former MoD officials of procuring military trucks at inflated prices.
According to the investigation, in 2017, Deputy MoD Ihor Pavlovskyi and ex-head of a MoD department Andrii Araptanov, in collusion with Oleh Hladkovskyi, procured trucks under a state defense order. Hladkovskyi's company, Bohdan Motors, was awarded a contract in the tender.
The government outlined a list of requirements in the tender, including a minimum 60% localization rate. Bohdan Motors' cars had only a 10% localization rate, which is why the requirements in the tender were later lobbied to 20%.
At the time the contract was signed, the manufacturing company did not meet even the minimum localization requirement. Nevertheless, it was awarded the state order — on the condition that it would reach the required level of localization by the end of 2017 and gradually increase it to 30% over the following three years.
According to the investigation, the company unlawfully passed the localization compliance costs onto the state budget of Ukraine.
The contract with the Ministry of Defence included partial prepayment, a fixed price, and clearly defined expenditure items. However, despite these restrictions, the price of the product was unjustifiably increased with the approval of Ministry officials. Although the contract did not allow for price adjustments, Ministry representatives authorized the increase, resulting in an overpayment of UAH 17.44 million to the company.
The defendants in the case were charged under Article 364(2) of the Criminal Code of Ukraine. Oleh Hladkovskyi was arrested back in 2019. He later posted bail, and his interim measure was subsequently changed to a personal recognisance. After that, he stopped appearing at court hearings. According to the NABU, Hladkovskyi Sr. fled abroad, which is why he was put on the wanted list in April 2024.
In addition, NABU detectives found that the former official failed to declare income he was clearly aware of, namely, his wife’s earnings from renting out luxury real estate in central Kyiv. These included $54,000 in 2016, $63,000 in 2017, and $47,500 in 2018.
Ihor Pavlovskyi is also believed to be involved in the case of misappropriation of over UAH 149 million in public funds during the procurement of fuel for the MoD. Meanwhile, Oleh Hladkovskyi's son Ihor is a defendant in the “altimeter case.” According to the investigation, in 2016-2017, the defendants procured devices for military transport aircraft at prices that were almost 7 times deliberately inflated.
