On April 21, 2026, the HACC ruled that developer Serhii Kopystyra — charged with attempting to bribe then-Deputy Prime Minister for Restoration Oleksandr Kubrakov — had no valid excuse for failing to appear at the hearing, and imposed a financial penalty of UAH 4,992.
The defense explained the defendant's absence by his participation in a hearing in a separate case involving a recusal motion against a judge.
The judge noted that Kopystyra's last court appearance was on October 16 of last year, since which he has systematically failed to attend hearings.
The judge also raised the question of compelling his appearance and imposing the financial penalty. The prosecutor asked the court to forfeit half of the posted bail and to substantially increase it — from UAH 60 million to UAH 100 million.
In response, defense counsel stated that Kopystyra is now a person with a disability, having undergone several heart surgeries, and described a forced appearance as “torture.” He asked the court to deny the prosecutor's motion. The parties also requested that the issue be deferred to a hearing at which the defendant could be present. The court ultimately postponed consideration of the preventive measure modification to the next hearing.
According to the prosecution, between August and November 2023, Kopystyra offered former Minister Kubrakov a kickback of 2% of the floor area of a residential complex planned for construction on ministry land — in exchange for Kubrakov refraining from terminating or amending contracts between SE Ukrcommunobsluhovuvannia and the private company Citygasservice, which is effectively controlled by Kopystyra.
