HACC consolidates two cases involving former deputy Trubitsyn

On April 2, 2025, the HACC decided to consolidate two cases involving former Kyiv City Council deputy Trubitsyn into a single proceeding.

The first case involves a bribe of UAH 1.39 million for the placement of small architectural structures in Kyiv. According to investigators, Trubitsyn, in collusion with officials from municipal enterprises, demanded money for the relevant permits.

The second case involves the extortion of $30,000 in bribes for assistance in appointing someone to the position of deputy director of Zhytnii Rynok, and later to the position of director. According to the investigation, Trubitsyn was assisted in this scheme by his assistant Artem Bilynskyi and a close associate, Illia Lif.

Previously, the HACC had refused to consolidate these proceedings, as they were at different stages. However, after the Zhytnii Rynok case was transferred for consideration on the merits, the court agreed to consolidate the cases.

The court also decided that the prosecutor would then read out a summary of the indictment, followed by opening statements from the defense. The parties will then proceed to examine evidence that has not yet been considered.

Not long ago, the HACC approved the plea agreement of one of Trubitsyn's accomplices Dmytro Kovalchuk, deputy director of Kyiv Heritage Municipal Enterprise, for complicity in accepting the above-mentioned bribe. 

Kovalchuk pleaded guilty, committed to transferring UAH 1.3 million for the needs of the Armed Forces of Ukraine, and agreed to cooperate with prosecutors and provide truthful incriminating testimony about the circumstances of the crime.
