Today, June 20, the HACC imposed pre-trial detention for 60 days on Serhii Kopystyra, who is suspected of organizing a scheme in the corruption case involving the Ministry for Development of Communities and Territories. The court also set bail at UAH 100 million as an alternative to detention. If the bail is posted, the court prohibited him from communicating with other suspects in the case and ordered him to wear an electronic bracelet.
The prosecution emphasized the gravity of the offense Kopystyra is charged with, the presence of all five risk factors, and the sufficiency of his financial resources. It requested that the court apply detention along with bail in the amount of UAH 400 million.
The defense requested a more lenient interim measure—personal recognizance, surety, or bail as an alternative to detention. However, the defense attorney described the UAH 90 million bail set for Kopystyra in another case as excessive.
According to investigators, Serhii Kopystyra, together with top officials of the Ministry, implemented a scheme to illegally acquire land in Kyiv for a residential development. The land was transferred through a state-owned enterprise to a construction company, which was supposed to allocate part of the apartments to the state. The value of the land was artificially reduced nearly fivefold, which may have caused over UAH 1 billion in losses to the state.
