HACC Closes Case Against Nasirov's Accomplice on Statute of Limitations Grounds

On July 2, 2026, the HACC granted the defense's motion and closed the criminal proceedings against former SFS official Liudmyla Solotva, charged with aiding and abetting the actions of disgraced former SFS head Roman Nasirov.

The ten-year statute of limitations under Article 364(2) expired in spring 2026.

The prosecutor and the injured parties — Ukrgasvydobuvannya and the State Tax Service — did not oppose the motion.

Starting from 2014 Solotva served as Head of the Debt Settlement and Payment Deferral Division of the SFS Debt Repayment Department. According to the investigation, she assisted Nasirov in issuing ungrounded decisions in favor of companies controlled by oligarch Oleksandr Onyshchenko.

Solotva was served with a suspicion notice in December 2021. In July 2023 the HACC scheduled the case for trial, and for the past three years it has remained at the evidence examination stage. Hearings were frequently postponed and rarely scheduled — the previous hearing had been set for May 18 but was adjourned due to the defense's failure to appear, and before that the nearest session had been on April 13.
