On October 26, the Solomianskyi District Court of Kyiv delivered its verdict in the case of Bohdan Shudra, a witness in the case concerning the attempted bribery of Deputy Prime Minister for Restoration Oleksandr Kubrakov and Head of the Agency for Restoration Mustafa Nayyem. According to investigators, the money was offered to them by MP Serhii Labaziuk.
When questioned at the HACC, Shudra said there were no circumstances preventing him from testifying. The court swore him in and warned him of criminal liability for refusing to testify. Shudra nevertheless declined to answer any of the prosecutor’s questions.
He was consequently served a notice of suspicion of refusing to testify. In February 2026, the indictment was sent to the Solomianskyi District Court for trial on the merits.
The court found Shudra guilty of the criminal misdemeanor under Article 385(1) of the Criminal Code and imposed a fine of UAH 3,400. The prosecutor is now assessing whether the sentence is commensurate with the gravity of the offense and the defendant’s personal circumstances in order to decide on a possible appeal.
Shudra features in the case of Serhii Labaziuk, who is accused of handing over a bribe in a Chinese box. According to investigators, the transfer of the money in the Chinese box was organized with particular secrecy. The cash was delivered by the MP’s personal driver, Bohdan Shudra, who, to reduce the risks, moved into Nayyem’s car rather than handing over the package from his own vehicle. When Nayyem later thanked him for the box, Labaziuk replied with a veiled remark: “China makes good tea.” For the prosecution, this confirms that the MP acted with direct intent to give a bribe.
