On February 13, 2026, notices appeared on the Ministry of Internal Affairs website stating that former Deputy Head of the Presidential Office Rostyslav Shurma and his brother Oleh Shurma were wanted in connection with suspected embezzlement of funds under the “green tariff” scheme.
According to investigators, in 2019–2020 they took control of several power-generating companies and built solar power plants in the Vasylivka district of Zaporizhzhia region, later concluding a power supply contract under the green tariff with the state enterprise Guaranteed Buyer. After the start of the full-scale invasion, those plants ended up in occupied territory and lost their connection to Ukraine’s energy system. Despite this, participants in the scheme continued to declare electricity generation and receive payments under the green tariff. The total losses are UAH 141.3 million.
Also as previously reported, in July 2025 the NABU conducted searches at Rostyslav Shurma’s residence in a Munich suburb. After that, Shurma left Germany and moved to Austria.
Overall, the case has nine suspects. They also include the nominal owner of the companies (for whom HACC imposed an interim measure), top managers and the chief power engineer of the affiliated enterprises, as well as a former commercial director of Zaporizhzhiaoblenergo JSC. The acts are classified under Articles 191(5) and 209(3) of the Criminal Code of Ukraine.
