On April 21, 2026, the HACC investigating judge ordered the in absentia pre-trial detention of former Presidential Office Deputy Head Rostyslav Shurma and his brother, private entrepreneur Oleh Shurma.

Once the suspects are apprehended, the investigating judge will determine whether to maintain detention or replace it with a lighter preventive measure.

Both suspects are currently abroad. In July 2025 — six months before the suspicion notices were served — the NABU conducted searches at Rostyslav Shurma's residence in a Munich suburb. Following the searches, Shurma left Germany and relocated to Austria.

On January 21, 2026, the NABU and the SAPO announced suspicion notices against nine individuals, including Rostyslav and Oleh Shurma, all connected to energy companies.

On February 13, 2026, both brothers were declared wanted. 

According to the investigation, in 2019–2020 the Shurma brothers took control of a number of electricity-generating enterprises in the Vasylivka district of Zaporizhzhia Region, where they built solar power plants and entered into contracts with the state enterprise Guaranteed Buyer to sell electricity under the green tariff. After Russia's full-scale invasion, the plants ended up under occupation and lost connection to Ukraine's energy grid. Despite this, participants in the scheme continued to declare electricity generation and receive payments under the green tariff. Total losses amount to UAH 141.3 million.
