Case description
The NABU and the SAPO accuse Kyiv City Council member Serhii Krymchak and his cousin Vasyl Temianynets of misappropriation of municipal land in Kyiv.
According to the investigation, in 2016, Kyiv Council Deputy Krymchak and also the secretary of the Commission on Land Relations, used his access to information about municipal land plots to orchestrate a scheme for their misappropriation. He was assisted in this corruption scheme by Temianynets, who acted as an accomplice.
Krymchak is alleged to have organized the unlawful acquisition of six land plots in Kyiv, which had a combined market value of UAH 3.6 million at the time of the crime. His cousin identified individuals who could be used as nominal owners of the land. Krymchak then personally initiated the consideration of the land allocation issue by submitting a request to the relevant commission. Afterward, Temianynets persuaded the nominal owners to issue powers of attorney in his name, allowing him to act on their behalf. He later transferred these powers to Krymchak’s assistant.

Using these powers of attorney, the assistant formally registered the land plots under the nominal owners' names and subsequently managed them. However, none of these individuals ever used the land or were even aware they had become its legal owners.
Later, during a session of the Kyiv City Council, Krymchak, along with other deputies, voted in favor of a decision that approved the land transfers.
As a result, six land plots, totaling 0.47 hectares, were transferred to pre-selected individuals. Subsequent investigations revealed that the land had been transferred based on forged documents.
Krymchak has been charged under Article 191, Part 5; Article 358, Parts 3 and 4; and Article 209, Part 2 of the Criminal Code of Ukraine. Temianynets faces charges under Article 191, Part 5 and Article 209, Part 2.
