Case description
On May 14, 2024, the HACC found Anna Ostapchuk, head of the Fastiv Department of the StateGeoCadastre in the Kyiv region, guilty. As part of a criminal group, she seized state land.
The organized group, which included Anna Ostapchuk, seized land plots of SE RF Dmytrivka between March 2018 and January 2019, which were privatized by predetermined persons for free.
Ostapchuk, as head of the StateGeoCadastre Department in the Fastiv district, drew up a conclusion on the review of technical documentation and approved this documentation. In the conclusion, she included false information about the classification of the formed 13 land plots with an area of more than 1,000 hectares of agricultural land as reserve land. This was done so that the controlled persons could receive and subsequently sell the 2 hectares of land guaranteed by law.
The official's actions were charged under Article 364(2) of the Criminal Code of Ukraine. Ostapchuk pleaded guilty and provided incriminating testimony about her actions. Based on an agreement with the prosecutor, the HACC exempted her from serving 5 years in prison and imposed a 3-year probationary period, as well as a UAH 8,500 fine with a 2-year ban on holding certain positions.
