Case description
The NABU and the SAPO accused former Deputy Minister of Defense Ihor Khalimon of causing UAH 12 million in losses to the state by inflating prices for food procurement for the Armed Forces of Ukraine.
According to the prosecution, in 2020, the Ministry of Defense organized tenders for the procurement of catering services for the Armed Forces of Ukraine for 2021. Ihor Khalimon, who was Deputy Minister of Defense of Ukraine at the time, ordered the Head of the Department to sign additional agreements with the participants awarded at the tender.
After that, the supplier was not supposed to transport products to the Armed Forces of Ukraine, which required additional costs, equipment and personnel. The losses to the state are estimated at over UAH 12 million. In addition, the defendants' actions led to a decrease in the combat readiness and defense capabilities of the Armed Forces of Ukraine and caused a potential threat to the foundations of Ukraine's national security in a special period.
The actions of Ihor Khalimon and the former Acting Director of one of the MoD Departments were classified under Article 114-1(2), Article 364(2) of the Criminal Code of Ukraine.
Kostiantyn Stupak concluded a plea agreement with the investigation, so the court exempted him from his actual prison term. Stupak also reimbursed UAH 100,000 and pledged to pay another UAH 300,000 in the future.
