Kyrylenko Case: Court Rules Absence Unjustified and Imposes Fine

On June 10, 2026, AMCU Chairman Pavlo Kyrylenko — charged with illicit enrichment and failure to declare assets — failed to appear at the hearing. His defense counsel moved to adjourn, citing Kyrylenko's participation in a session of the Temporary Investigative Commission examining violations in the treatment and rehabilitation of military personnel.

Kyrylenko received the invitation to the TIC session, scheduled for 2:30 PM on June 10, on June 8 — the same day a hearing in this case took place, which he attended. The judge also asked defense counsel why the court had not been notified earlier of the potential scheduling conflict; counsel did not provide an answer.

The judge further noted that Kyrylenko's participation in the TIC was framed as an “invitation” rather than a mandatory summons — meaning an invited person is expected either to attend or to notify the TIC of their inability to do so.

The judge also pointed out that the AMCU chair has deputies who can represent the agency in the Verkhovna Rada on his authorization, and stressed that appearing in court as a defendant takes priority over attending a TIC session.

It is also worth noting that the invitation to Kyrylenko was signed by MP Serhii Kuzminykh, Deputy Chair of the TIC — who is himself a defendant in a corruption case before the HACC.

The prosecutor stated she could not oppose the adjournment motion, as holding the hearing without the defendant is not possible, but expressed doubts about the stated grounds: the personal invitation was received just two days before the TIC session, whereas the rules of procedure require it to be sent at least three days in advance.

The HACC panel ruled Kyrylenko's failure to appear unjustified and imposed a financial penalty of two subsistence minimums — UAH 6,656.

Pavlo Kyrylenko is charged with failing to declare assets and illicit enrichment, while his wife Alla is charged with aiding illicit enrichment. According to the investigation, Kyrylenko's 2024 declaration omitted 20 real estate properties and a vehicle worth over UAH 72 million. His and his wife's combined official income for 2020–2023 amounted to just UAH 4.7 million.
