Case description
Chief Physician Ihor Shyshka of Zaporizhzhia Regional Clinical Hospital, along with other individuals, was charged with abusing ambulance procurement. However, the HACC released them from responsibility due to the expiration of the statute of limitations.
According to the prosecution, Shyshka, along with the former head of the hospital's maintenance department, Neolina Dobrytsia, and the former director of LAZ Trade and Financial Company LLC, Oleksandr Strohanov, organized the procurement of 26 ambulances in 2012. The vehicles did not comply with DSTU standards, making them unusable and resulting in UAH 13 million in losses. The ambulances were procured using funds from a budget program.

Shyshka and Dobrytsia’s actions were classified under Article 364, Part 2, and Article 366, Part 1 of the Criminal Code of Ukraine, while Strohanov’s actions were classified under Article 364, Part 2. All the defendants were released from responsibility due to the expiration of the statute of limitations in the case.
It is also known that during these events in 2012, Chief Physician Shyshka simultaneously held the position of deputy head of the Zaporizhzhia Regional State Administration. Afterward, he was dismissed from both positions but was reappointed as chief physician in 2014—according to media reports, this sparked protests among the medical institution's staff.
