On November 10, 2021, the HACC found Mykhailo Hrabchuk, former director of the Chornobyl Specialized Plant (CSP), guilty of abuse of office, which caused damage to the state-owned enterprise worth more than UAH 1 million. The appeal proceedings are currently suspended until Hrabchuk is discharged from military service.

Mykhailo Hrabchuk is former executive director of the state-owned specialized enterprise Chornobyl Specialized Plant. In July and December 2016, tenders were held, after which Hrabchuk signed a contract with TT-NAFTA to supply fuel to the enterprise.

Later, however, several more contracts were added to each of the agreements, which increased the price of fuel and, accordingly, reduced the amount of fuel without appropriate justification. As a result, the state-owned enterprise overpaid more than UAH 1 million for fuel.

The court classified Hrabchuk's actions under Article 364, part 2 of the Criminal Code of Ukraine and sentenced him to 3.5 years in prison, a UAH 17,000 fine, and a ban to hold certain positions for 3 years.

Subsequently, the defense filed an appeal against the HACC verdict.
