A SAPO prosecutor has filed a civil claim against MP Liudmyla Marchenko seeking to have her assets declared unjustified and recovered as state revenue. In his statement of claim, he lists the following assets in particular:
- a Toyota Land Cruiser 200, 2017 model year
- an apartment with a total area of 37.2 sq.m
- an apartment with a total area of 60.2 sq.m
- an apartment with a total area of 97.2 sq.m
- property rights to apartments within the project for the Reconstruction of the Prolisok Hotel and Residential Complex (Gravity Park residential complex)
- an apartment with a total area of 92.3 sq.m
- an apartment with a total area of 75.5 sq.m
The prosecutor is asking the court to declare assets worth UAH 8.2 million unjustified.
In his statement of claim, the prosecutor also noted that, according to investigators, in order to conceal the fact that she had acquired the said property, Marchenko took steps to register ownership in the name of her father and her brother's cohabiting partner. An analysis of the financial status of the MP, her family members, and relatives established that these assets could not have been acquired through legal income.
This is not MP Liudmyla Marchenko's first case at the HACC
On March 19, 2026, MP Liudmyla Marchenko and her assistant Anastasiia Kolesnik were found guilty of trading in influence under Article 369-2(2) of the Criminal Code of Ukraine and sentenced to two years' imprisonment. Investigators established two episodes of their unlawful activity, during which the accomplices promised, in exchange for bribes, to enter men of conscription age into the Shliakh system so that they could subsequently travel abroad under the guise of volunteers. In the first instance, the MP received $6,000 for unimpeded border crossing, and in the second, $5,300 for entering data into the system by exerting influence over officials of the Kyiv Regional Military Administration.
According to investigators, in the summer of 2022 Marchenko, using her status as founder of the Ukrainian-Turkish Charitable Foundation, approached the deputy head of the Kyiv RMA with a request to permit travel for what were purportedly volunteer drivers of her foundation. Kolesnik, in turn, acting on the MP's instructions, communicated directly with the clients and collected the money.
In March 2023 a man approached the assistant, and she promised to resolve the matter through the head of the RMA. Kolesnik subsequently received documents from him and handed the bribe to Marchenko in two parts: $2,500 in June and $2,800 in July 2023, which took place at the MP's home. Law enforcement recorded the handover of the final tranche and the issuance of the permits on video; moreover, during an unexpected visit by NABU detectives, Marchenko tried to throw the money over the fence of her estate. One of the witnesses stated during questioning that the bribe had been handed over in two parts of $3,000 each, and the court confirmed the guilt of both defendants in full.
Since the defense for Marchenko and Kolesnik appealed the first-instance court's verdict, it has not entered into legal force, and the appellate proceedings themselves were opened by the HACC Appeals Chamber in April 2026.
