Case description
The NABU and the SAPO suspect Anatolii Khalieyev, former freelance advisor to Director of Kyivzelenbud, and 9 other people of organizing the procurement of special equipment at inflated prices, which led to UAH 115 million in losses.
According to the investigation, in November 2016 – December 2017, Municipal Enterprise Kyivzelenbud announced a tender to purchase special equipment for the maintenance of green spaces in Kyiv. Anatolii Khalieyev, a freelance advisor to the CEO, allegedly organized a criminal scheme in collusion with other officials and a businessman, and three companies, including Tekhnoprofservice and Skala, won the tender. These companies supplied the equipment at inflated prices because they did not purchase it directly from the manufacturer, but through an intermediary.
According to the NABU, the defendants transferred part of the money to the accounts of foreign companies, and from there to a controlled Italian company. The total amount of Kyivzelenbud's losses was initially estimated at almost UAH 78 million, but in December 2021, the case was extended to include new suspects, and the losses increased to more than UAH 115 million.

In addition, the corporate rights of the Italian company and real estate in Verona, which, according to the investigation, could have been built with the money withdrawn from Kyivzelenbud, were seized.
They are charged under Articles 191, 209 and 364 of the Criminal Code of Ukraine. Defendant Nakonechnyi was taken out of the courtroom on bail by five MPs—Borys Prykhodko, a member of the Dovira group, and four MPs from the Opposition Platform—For Life faction, Hryhorii Mamka, Oleksandr Lukashev, Anatolii Burmich, and Volodymyr Moroz.
