Case description

On January 9, 2023, the HACC found Petro Hnydiuk, the former head of the Road Service in the Khmelnytskyi region, guilty of misappropriation of funds for the construction of a bridge.

The case refers to repairs of a road bridge in Starokostiantyniv, Khmelnytskyi region, for which unearmarked funds were allocated from the budget in 2019. The investigation accused Hnydiuk of spending UAH 11 million from the national budget, but the court found only two transfers totaling UAH 2.66 million in 2019 to be proven.

Regardless of the amount, such expenses were not foreseen, so a budget procedure had to be carried out to finance the repairs. Hnydiuk conducted the procurement transaction, ignoring this requirement. 

Hnydiuk was charged with Article 210, part 1 of the Criminal Code of Ukraine. The court fined the former official UAH 1,700, but the statute of limitations had expired, so Hnydiuk was exempted from punishment.
